Plutarch Heavensbee is the rebellion's most valuable asset — a true believer embedded at the highest level of Capitol power. He designed the Quarter Quell arena as a clock specifically so it could be broken. He recruited Victors, coordinated with District 13, and played Head Gamemaker while planning to destroy the Games entirely. After the war, he becomes Secretary of Communications. He's pragmatic about the transition in a way that's either mature or chilling — he was ready to make propaganda for whichever side won.
Heavy-set with a round, pleasant face and a genial smile that makes him look harmless. Balding. He dresses in Capitol fashion but without Effie's excess — expensive but not absurd. He looks like someone's friendly uncle, which is useful when you're committing treason.
