Mags volunteered for the Quarter Quell to protect Annie. She's one of the oldest Victors alive, a mentor to Finnick since his Games, and she walks into the poisonous fog in the clock arena because she knows Finnick can't carry both her and Peeta. She kisses Finnick goodbye and walks into death so the young people can survive. No fanfare. No dramatic speech. Just a choice.
Very elderly, small, and stooped with white hair and deeply lined skin. She can barely speak clearly — years or a stroke have reduced her speech to mumbles that only Finnick can fully understand. Her hands still weave fishhooks from memory.
