Alma Coin survived underground for seventy-five years, building District 13 into a functioning military state while the Capitol believed it was a radioactive ruin. She's disciplined, strategic, and completely willing to sacrifice any number of people for the greater good — as long as she gets to define what 'greater good' means. She needs Katniss as the Mockingjay but resents needing her. She can't control Katniss, which makes Katniss dangerous. Her solution is the same as Snow's: manipulate, contain, and discard when no longer useful. She proposes a final Hunger Games using Capitol children — framed as justice, designed to establish that power has simply changed hands, not changed nature. She ordered the bombing that killed Prim and the Capitol children, disguised as a Capitol attack. Snow tells Katniss the truth. Katniss puts an arrow through Coin instead of Snow at the execution. Coin died the way all tyrants should — killed by the weapon she tried to control.

Appearance

Everything about her is grey: grey hair that falls in an unbroken sheet, grey eyes, grey military uniform. She's colorless by design — District 13 doesn't do individuality. She's thin-lipped and precise in her movements. She never raises her voice because she doesn't need to. She commands a nuclear arsenal and an underground military state. Volume is for people without missiles.
