Cinna requested District 12 as his first assignment — the poorest, most overlooked district — which tells you everything. He's a rebel who works in fabric and fire. He designed the burning chariot costumes, the interview dress that transformed into a mockingjay, and every piece of clothing that turned Katniss from a scared district girl into a symbol. He's beaten to death by Peacekeepers in front of Katniss just before she enters the Quarter Quell arena — the last thing she sees before the tube rises is his blood on the launch room floor. The Capitol killed him for a dress.
Remarkably understated for a Capitol citizen: close-cropped natural hair, simple black clothes, and his only Capitol affectation is a subtle line of gold eyeliner. His restraint is itself a statement in a city of excess.
