Boggs is Coin's second-in-command until he starts spending time with Katniss. He's a good soldier who becomes a good man — he warns Katniss not to trust Coin, transfers the Holo command to her when he's dying, and goes out fighting in the Capitol streets. He's the kind of person who makes the right choice even when it costs him everything, and he does it without drama or fanfare.
