Beetee won his Games by electrocuting the remaining tributes — brains over brawn, which is District 3's specialty. In the Quarter Quell, his wire-and-lightning trap was the mechanism Katniss used to destroy the arena's force field. In District 13, he designs weapons for the rebellion alongside Gale, including the morally questionable double-detonation bombs. He's a good man building terrible things because the alternative is worse.
Thin and bookish with glasses and an absent-minded professor quality. He doesn't look like a Victor — he looks like someone who wandered out of a laboratory and accidentally ended up in a war zone. His hands are steady when working with wire and electronics.
