Puna Dara is the kind of place that makes Imperial diplomats nervous. The Punaji don't distinguish between trade and piracy in the way the Empire would prefer, and their political system — where royal succession can involve actual naval combat — strikes mainlanders as barbaric. The Punaji consider Imperial succession equally barbaric, just with better table manners. The islands are technically independent of the Tiraan Empire, a status maintained by naval capability, geographic isolation, and the Empire's reluctance to fight a war it would probably win but definitely regret. Punaji trade goods and Punaji ships are valuable enough to make coexistence the practical choice. Ruda's presence at Last Rock is part of her father's diplomatic strategy — educating his daughter in the mainland's ways while maintaining Punaji independence. The island watches with interest.
A tropical island or island chain with palm-fringed beaches, a fortified harbor town, and the Punaji royal palace overlooking the bay. Ships of all sizes crowd the harbor — warships, merchant vessels, and privateers. The architecture is colorful, weather-beaten, and built to withstand hurricanes. Flags and pennants snap in the constant ocean wind.
