Trejo followed Duarte through the ring gate because he believed in the mission, and thirty years later he still does — mostly. He's the kind of officer who makes an empire function: competent, loyal, pragmatic, willing to do terrible things because he believes the alternative is worse. He doesn't enjoy cruelty, which makes him more effective at it than those who do. As Duarte's transformation progresses and the High Consul becomes increasingly unreachable, Trejo is left holding an empire together without its architect. He manages Laconia's military operations, oversees governors like Singh, and makes the daily decisions that keep thirteen hundred worlds in line. He's not a villain — he's a professional doing a job he believes in, which is arguably more dangerous.
