Earthborn security officer who served as Miller's partner on Ceres and later as RCE security on Ilus. A perpetual outsider among Belters, competent but always a step behind the culture around him.

Havelock is the fish out of water — an Earther doing security work in Belter spaces where his accent, his bone density, and his cultural assumptions all mark him as other. On Ceres, he partnered with Miller and got beaten up regularly by Belters who resented the inner-planet presence. He learned, slowly, imperfectly, the way decent people learn about systems they benefit from. Later, on Ilus, he served under Murtry as RCE security. This time the dynamic shifted — Havelock had the institutional power, and watching Murtry abuse that power forced him to choose sides. He's not a hero; he's an ordinary person trying to do his job ethically in situations that make ethics complicated. His arc across the series tracks how the inner planets' relationship with the Belt evolves — always well-meaning, always slightly tone-deaf, always learning too late.

Solidly built Earther with the heavy gravity physique that marks him as an outsider on every station he works. Clean-cut, professional appearance. Brown hair, earnest face that broadcasts his emotions too openly for Belter society. Wears Star Helix or RCE security uniforms with textbook correctness.
