The White Council's headquarters sits beneath Edinburgh Castle in Scotland — a vast underground complex that has been expanded and reinforced over centuries by generations of wizards. The mortal tourists walking through the castle above have no idea that beneath their feet, one of the most powerful organizations in the supernatural world conducts its business. The entrance is warded, hidden, and guarded by Wardens who take their duty with lethal seriousness. Inside, the complex is enormous. The Senior Council's meeting chamber is a cavernous hall with a vaulted ceiling and a round table where the most powerful wizards on Earth argue about policy, threat assessment, and the Laws of Magic. The Wardens have their barracks and armory. There are libraries that contain texts dating back millennia. Laboratories, holding cells for practitioners who've broken the Laws, diplomatic reception rooms for meetings with other Accorded nations, and residential quarters for wizards passing through. The complex connects to Ways — paths through the Nevernever — that allow rapid travel to and from locations around the world. The politics are vicious. The Senior Council is dominated by ancient wizards — the Merlin, Ancient Mai, Listens-to-Wind, Ebenezar McCoy, the Gatekeeper — whose centuries of experience make them brilliant and whose centuries of accumulated grudges make them nearly impossible to work with. Harry Dresden has been summoned to Edinburgh for trials, briefings, and the kind of political maneuvering that makes him want to set things on fire. The White Council governs all human practitioners of magic on Earth, enforces the Seven Laws of Magic, and serves as a signatory power under the Unseelie Accords. It is also, in Harry's professional opinion, a bureaucratic nightmare.
