A maximum-security facility where Supes are incarcerated — one of the few places designed to hold superpowered criminals, though 'designed' is doing heavy lifting.

Elmira is where the justice system pretends it can handle Supes. The facility has been modified to contain superpowered inmates, but the modifications are clearly an afterthought — the system was built for humans. Containing someone who can bench-press a building requires more than concrete and rebar. It's the show's commentary on how existing institutions are fundamentally unprepared for superpowered individuals — the criminal justice system can barely handle regular inmates, let alone ones with laser vision.

Appearance

A bleak, industrial prison facility with reinforced cells, heavy security, and the institutional grimness of any max-security prison. The Supe containment modifications — reinforced walls, power-dampening technology, specialized restraints — are layered on top of standard prison architecture.
