The northern empire — ruled through sorcery, the Taken, and the understanding that the alternative (the Dominator coming back) is worse.
The Lady's Empire is the political entity that dominates the northern continent — ruled by the Lady from the Tower at Charm, enforced by the Taken, and maintained through a combination of sorcerous dominance and practical governance. It's not a happy empire, but it's an organized one. The empire's legitimacy — such as it is — rests on the argument that the Lady is better than the alternative. The Dominator would be worse. The Rebel offers idealism but no plan for governance. The Lady offers tyranny but also roads, trade, and the assurance that the worst evil in the world is still in its grave. This argument is not entirely wrong, which is what makes it so effective.
A vast northern territory with multiple cities, provinces, and military installations. Cold, martial, organized. The empire's infrastructure exists to serve two purposes: fighting the Rebel and keeping the Dominator buried. Everything else is secondary.
