Location from The Black Company by Glen Cook
The Lady's capital — a city built on the premise that if you make a place grand enough, people forget it's run by a dark empress.
Charm is the capital of the Lady's northern empire — the administrative and military center from which she commands the Taken and wages war against the Rebel. The Tower at Charm is its defining feature: a massive structure from which the Lady directs her empire through sorcery and bureaucracy. For the Black Company, Charm is headquarters when they're between campaigns — a place to resupply, receive orders, and try not to attract the Lady's personal attention. The city is safe as long as you're useful and dangerous the moment you're not.
A major northern city dominated by the Tower at Charm — the Lady's stronghold. Croaker doesn't describe it with tourist enthusiasm. It's a city. It has walls, streets, and the constant awareness that the most powerful sorcerer in the world lives at the top of the big tower in the middle. The city's grandeur is functional: it projects power.
