Chudelkin is Quinella's most loyal servant — obsessively, pathetically devoted to her in a way that she tolerates because useful tools don't need dignity. He manages the Axiom Church's administrative functions, oversees the Integrity Knights' conditioning, and handles the dirty work that Quinella considers beneath her. He is genuinely dangerous because people underestimate him. Behind the clown act is a Sacred Arts practitioner of considerable skill and a mind that has survived centuries in proximity to Quinella by being both useful and unthreatening.
Short, round, and deliberately grotesque with a painted face, wild hair, and the exaggerated proportions of a carnival performer. He dresses in bright, clashing colors. Everything about his appearance is designed to be dismissed as comic relief, which is how he prefers it.
