Every path in the story — Chun-Li's investigation, Charlie's black-budget operation, Cammy's awakening conscience, Ryu's pursuit of the dark hadou's source — eventually leads here, to a confrontation with the man who has been pulling strings from the beginning.
A brutalist military compound built into a remote cliff face, unmarked on any map, accessible only by air or through tunnels that collapse if the facility's security protocols are triggered. The interior is all polished black stone, blue-white lighting, and the constant ambient hum of the Psycho Drive generating power. Guards in Shadaloo uniforms move with the discipline of people who know what happens to those who slack.
