A joint military installation that serves as Charlie Nash's official posting and the cover for his increasingly unauthorized Shadaloo investigation — a place of institutional friction where his superiors keep telling him to stop and he keeps not stopping.
The base represents Charlie's double life: the military career he genuinely believes in and the institution that keeps trying to betray him. His commanding officers — some compromised by Shadaloo money, others simply risk-averse — periodically pull his authorization codes, confiscate his files, and reassign him to duties designed to keep him away from the investigation. He re-establishes access through backdoors, friendships, and occasionally physical persuasion. For other characters the base is a source of intelligence or a meeting point: Chun-Li has Interpol liaison access, and the base's communications infrastructure is the hub through which Charlie coordinates his surveillance of Shadaloo logistics.
A standard military compound: chain-link perimeter, low concrete buildings, flight line visible from the main gate, communications towers blinking red against the sky. The intelligence section is in a prefab building with blacked-out windows that was supposed to be temporary three years ago.
