The dense layered cityscape of Hong Kong becomes a vertical battlefield — rooftop meeting points, harbor-view confrontations, and narrow alley networks that Chun-Li knows intimately from years of working the Shadaloo case from this city.
Hong Kong is Chun-Li's operational base in the Alpha era — close enough to mainland Shadaloo operations to be useful, international enough to provide Interpol infrastructure and diplomatic cover. The rooftops are where she meets informants who cannot be seen entering an Interpol office, where she trains in the early morning before the city fully wakes up, and where she has fought Shadaloo enforcers who were watching her apartment. The city's density is both cover and trap: she can disappear into a crowd instantly, but so can anyone hunting her.
Neon-drenched city spread across a harbor at night, junk boats below, office towers above, and between them the dense mid-level rooftop world of water tanks, satellite dishes, drying laundry, and more vertical distance than most cities have horizontal. The smell of salt water and street food rises even at this height.
