A mysterious Italian fortune teller who wields Soul Power — the light counterpart to Bison's Psycho Power — and who carries the terrible knowledge that she and Bison share a spiritual origin she cannot escape.
Rose operates at the intersection of mysticism and tragedy. Her Soul Power — expressed in golden energy spirals and a devastating Soul Spiral body attack — is the exact inverse of Bison's Psycho Power, which creates a philosophical problem: if Psycho Power is concentrated evil, then Soul Power is concentrated... what? Compassion? Hope? The game leaves it suggestively unresolved. The deeper horror is the lore implication that Rose was originally a vessel Bison created or co-opted to hold the 'positive' aspects of his soul he discarded in order to purify his Psycho Power. This means Rose and Bison are spiritually entangled in a way that makes her uniquely capable of opposing him — and uniquely unable to destroy him without consequences to herself. She pursues him anyway. In the Alpha era she functions as a warning voice: she has seen futures in which Ryu falls, in which Charlie's sacrifice means nothing, in which Bison wins.
