Lt. Col. Sullivan represents the institutional response to the Upside Down threat — eliminate the anomaly, contain the damage, classify everything. He hunts Eleven with military resources and genuine conviction that she is responsible for the deaths in Hawkins. He is wrong, but he is competent, and competent men with wrong convictions and military authority are perhaps the most dangerous antagonists of all. He killed Brenner's NINA project team, nearly captured Eleven, and would have executed her if given the chance — all while believing he was saving the country.
Imposing and rigid in military dress, with a shaved head, hard eyes, and the bearing of a man who has never once questioned an order or his own judgment. He wears his uniform like a declaration of authority.
