Azir is what happens when a civilization decides that bureaucracy is the highest virtue. The Azish don't choose their emperor through bloodline or combat — they choose the Prime Aqasix through a competitive essay-writing process, evaluated by the vizier council. Government positions require examinations. Laws are debated in writing. The Azish look at the Alethi and see violent children who solve everything with swords; the Alethi look at the Azish and see paper-pushers who would drown in forms while the enemy charges. But Azir survived. When Szeth assassinated leaders across Roshar, the Azish bureaucracy kept functioning because no single person was indispensable. When the Everstorm came, their administrative infrastructure organized refugee responses faster than any military command. Lift, the Edgedancer who adopted Azir as her territory, adds chaos to the system in exactly the doses it needs. The empire now anchors the western coalition, its viziers negotiating alliances with the same meticulous attention they bring to tax policy.

Appearance

White stone buildings with geometric patterns carved into every surface. Bronze-domed government offices. The palace complex sprawls across tiered plazas connected by covered walkways. Citizens wear colorful wraps and painted patterns on their skin. Everything is documented, stamped, and filed in triplicate.
