Conflux is one of the series' most important reveals: the Epic everyone assumes is Steelheart's police chief is actually a prisoner. He generates immense electricity and can transfer power to devices and generators — he's a living power plant. Steelheart keeps him captive to provide Newcago's energy. He's also a Gifter — an Epic who can share his powers with non-Epics. This makes him strategically valuable beyond his energy generation. The Reckoners capture him during the Steelheart operation, and his defection helps them understand the gifting mechanic. His weakness was a fear of dogs. He overcame it while in captivity — one of the early hints that Epic weaknesses are fear-based and can be conquered.
Not physically imposing — small, unassuming. His appearance contrasts sharply with his role as the engine powering an entire city's infrastructure. Friendly face, nervous demeanor.
