Every battle has a built-in clock: how long until it stops raining. The Stand's name references a Rainbow song, and the imagery of a man walking on rain is one of Steel Ball Run's most memorable visual concepts.
Manifests as a mask-like covering on Blackmore's face — angular, dark, with a distinctive pointed design that evokes both a bird's beak and a rain hood. When active, the raindrops in Blackmore's vicinity freeze in midair, suspended as thousands of tiny glass-like spheres. He walks on them. He weaponizes them.
