Westalis is the ghost that drives the plot. It's Loid's homeland — the country he lost as a child when war destroyed his family and village. Everything he does as Twilight is ultimately for Westalis, though he'd frame it as being for peace rather than patriotism. WISE, the Westalis intelligence service, operates extensively within Ostania to prevent another war. The relationship between the two nations is the series' geopolitical spine: fragile peace maintained by spies, diplomats, and the occasional assassin, all working to prevent politicians like Donovan Desmond from tipping the balance toward conflict.
Less frequently shown than Ostania, but glimpsed through flashbacks of war-torn countryside and destroyed villages. Loid's childhood memories paint it as a place of green fields turned to rubble, farmhouses burned, and displaced families walking endless roads. The current state suggests a rebuilt but war-scarred democracy — freer than Ostania but haunted by the same conflict.
