The Frost Monarch is one of the Monarchs allied with Antares, wielding devastating ice magic capable of freezing entire regions. He killed Christopher Reed, one of five National Level hunters, in a surprise attack that demonstrated the Monarchs' ability to eliminate humanity's strongest assets. He takes human vessels to operate on Earth, making him difficult to identify until he strikes. Cold, calculating, and utterly contemptuous of humanity.
