Per Haskell ran the Dregs before Kaz — which is to say, the Dregs were a joke. Kaz built the Crow Club, expanded the territory, and turned the Dregs into something feared, all while Haskell took credit and skimmed profits. When the conflict with Pekka Rollins came to a head, Haskell sided with Rollins rather than the young lieutenant who had built everything. Kaz seized full control and Haskell's era ended.
Elderly, unimpressive. The kind of gang leader who got his position by surviving rather than by being clever.
