The Apparat is the closest thing the Grishaverse has to a power broker in priest's clothing. He advised the Ravkan king, then the Darkling, then promoted Sankta Alina's cult when it served his purposes. He commands a network of loyal followers in the underground tunnels beneath Os Alta and manipulates religious fervor as a political weapon. He is never quite an ally and never quite an enemy — he serves the narrative that keeps him powerful, and he is willing to switch narratives without notice.
Tall, skeletal, with a long dark beard and the hollow-eyed intensity of a zealot. Wears priest's robes. His presence is unsettling — too still, too watchful, too eager.
