Reghabi performed Petey's unauthorized reintegration — the procedure that merged his two selves and eventually killed him. She is a former Lumon surgeon who turned against the company and now operates as a resistance figure, helping severed employees who want out. She represents the outside hope — proof that someone is fighting, that severance can be reversed, that the technology is not irreversible. She also represents the cost: Petey died. Reintegration is not safe. Freedom from severance may require risking everything.

A woman who looks like she could be anyone — which is the point. She operates in the margins, meeting people in parking lots and basements. Her appearance is deliberately unremarkable because she is being hunted.
