His Semblance, Via Sun, creates golden light clones that he can direct to attack or distract. He latches onto Blake after spotting her bow-hidden ears and refuses to leave her alone, which is exactly the kind of stubborn, uninvited loyalty she needs. He's not deep, but he's genuine, and sometimes that matters more.
