Arthur Watts is Volume 7's invisible hand. While Tyrian murders in the streets and Cinder schemes in the shadows, Watts operates in the systems — the infrastructure layer that everyone depends on and nobody watches closely enough. He was an Atlas scientist, once. Brilliant. Arrogant. When Ironwood chose Pietro Polendina's work over his, Watts faked his death and joined Salem — not out of ideological conviction but out of petty, consuming spite. He is the most human of Salem's agents: a man motivated entirely by wounded ego. In Atlas, he hacks the kingdom's systems with the access codes he never lost. He rigs the council election for Jacques Schnee. He disables Mantle's heating grid during a Grimm attack. He is the reason everything that can go wrong does go wrong, and nobody sees him doing it until it's too late. His rivalry with Ironwood is personal. They were colleagues once. Watts believes he should have been Atlas's greatest mind, and he's proving it by dismantling everything Ironwood built.
Tall and gaunt with a neatly trimmed grey-black mustache, sharp dark eyes, and the bearing of a man who considers everyone beneath him. Wears a grey overcoat with a high collar over a burgundy vest and dark shirt, grey pants, and black boots. His most dangerous weapon is his ring — a hacking device that interfaces with Atlas technology. He carries himself like a university professor who has decided the class is not worth his time.
