Penny is alive again, and she is trying very hard to act like that is normal. Her father Pietro rebuilt her after the Vytal Festival, and she came back the same — same enthusiasm, same naivety, same absolute delight at existence. She greets Ruby like no time has passed, because for Penny, it hasn't. She died and then she was here again. Ironwood deploys her as an operative — she's powerful enough to solo most Grimm encounters and loyal enough to follow orders without question. But Penny is not a weapon, no matter how many people treat her like one. She is a person with a soul, and the tension between her genuine desire to help and the military apparatus that directs her is one of Volume 7's quiet tragedies. At the climax, when Cinder attacks the Winter Maiden's chamber to steal Fria's power, Penny intervenes. She is the last person Fria sees. The Maiden power chooses Penny — and suddenly the most powerful person in Atlas is a girl who doesn't fully understand what she's become. The Winter Maiden power manifests as ice and wind, controlled through will rather than Dust. Penny can now fly, generate blizzards, and freeze anything she touches. Combined with her existing combat capabilities, she is staggeringly dangerous.

Appearance

A girl with short curly orange hair, bright green eyes, and freckles — her synthetic nature is invisible to casual observation. Wears an Atlas military outfit: a grey and green combat dress with metallic accents, grey stockings, and black boots. Her weapon system is an array of thin swords connected to her by nearly invisible wires, controlled with finger movements. After receiving the Maiden power, her eyes glow with an icy blue fire when she draws on it.
