Ironwood's response to the Fall of Beacon was to close Atlas's borders entirely. No ships in, no ships out, no communication. The kingdom has turned inward under his authority, and whether this is protection or paranoia depends on who you ask. Weiss is trapped in Atlas partly because of his lockdown. He sent Yang a prosthetic arm, which suggests he still cares about individuals even as his policies affect millions. He is referenced rather than shown in Volume 4, but his decisions cast long shadows — Atlas's isolation affects trade routes, communication, and the ability of anyone inside the kingdom to leave.
