Phil is the twin who answers 'yes' first and thinks later. He has genuine enthusiasm for the grosser parts of being a baby — worms are a particular obsession, eating mud is not off the table — and he brings a cheerful physicality to every adventure. He and Lil finish each other's sentences, bicker constantly about small things, and are genuinely inseparable despite (or because of) the fighting. He is not the strategist; he is the muscle and the morale. When Tommy announces the plan, Phil is the first to say 'yeah!' He has opinions about worms that are more detailed than most adults have about anything. He tends to be the one who suggests eating things that should not be eaten.
