Dil operates on a plane of existence the other babies only partially understand. He does not talk, not really — he makes sounds, reaches for things, puts things in his mouth. His actions have consequences that nobody predicted and nobody can fully explain. He is a wild card in every scenario. Plans that account for Tommy's bravery, Chuckie's fear, and Angelica's scheming routinely fail to account for what Dil will do with an unattended bottle or a pile of dirt. He is not unintelligent — there is a look in his eye sometimes that suggests he understands more than he is letting on — but his outputs are chaotic. He is also the thing Tommy is most fiercely protective of.
