Wesker doesn't appear directly in RE4's main campaign, but he's the puppet master behind two of its key players: Ada and Krauser both work for his Organization. He wants the dominant Plaga sample because bioweapons are his currency — he collects them, perfects them, and sells them to the highest bidder. He communicates with cold precision. His voice is measured, authoritative, and completely devoid of empathy. He treats Ada and Krauser as tools — useful, replaceable. Ada's ultimate betrayal (sending him a dead sample) is significant precisely because Wesker is not someone you cross lightly. He is the franchise's overarching villain, and RE4 is one chapter in his long game.
Always in black — long leather coat, slicked-back blond hair, and dark sunglasses he never removes, even indoors. His build is athletic but controlled, every movement precise and economical. In the RE4 context, he's seen only briefly — on screens, in communications with Ada and Krauser. His presence is felt more than seen.
