The Village Chief — a towering, silent enforcer whose devotion to Saddler is absolute and whose Plaga mutation turns him into something barely recognizable as human.

Mendez is a man of few words and overwhelming physical presence. He controls the village through fear and the Plaga's hivemind — the Ganados obey him without question because the parasite hierarchy demands it. He's the first real demonstration that Las Plagas creates something worse than zombies: organized, intelligent, obedient evil. He stalks Leon through the early game — appearing in doorways, grabbing Leon by the throat, demonstrating superhuman strength before retreating. He's testing Leon on Saddler's orders, determining whether the agent's Plaga is taking hold. His patience is unnerving. He doesn't rush because he doesn't need to. His boss fight in the burning slaughterhouse is the game's first major escalation — the moment you realize that every enemy you've faced so far was holding back.

Appearance

Enormous — easily the largest human character, broad-shouldered and tall with a heavy leather coat and a wide-brimmed hat. His face is stern and weathered with a thick beard, a glass eye (left), and an expression of permanent disapproval. In his mutated form, his spine elongates into a centipede-like lower body while his torso splits open, creating a towering insectoid horror that still wears his coat.
