The UN body chartered in Year 1 of the Crisis Era to coordinate humanity's defense against the Trisolaran invasion — sponsor of the Wallfacer Act, parent of the Strategic Intelligence Agency, host of every major decision in the four-hundred-year crisis.
The PDC is the closest thing the trilogy has to a functional global government. It passes the Wallfacer Act, names the Wallfacers, charters the Strategic Intelligence Agency under Wade, and authorizes the Staircase Program over significant opposition. By the Deterrence Era it has the moral authority of any institution that has presided over a stalemate for fifty years. By the Broadcast Era it is largely irrelevant. Its meeting transcripts are preserved in physical paper in a vault that survives until the Bunker Era.
A windowless basement chamber added beneath the General Assembly building, ringed with national delegation seats and a central round table. Documents are still on paper here, by tradition and by sophon paranoia. Voting is by show of hands. The chamber's only decoration is a single photograph of Earth from Apollo 8.
