The third dragon — an empty husk that was split from the Tao, and the weapon Team Plasma deploys to freeze Opelucid.
Kyurem is the dragon left behind when the original Tao dragon split into Reshiram and Zekrom — an unfinished legendary, physically and mythologically incomplete. In Best Wishes Team Plasma captures Kyurem and fuses it (via Colress's control collar) to assault Opelucid City, lowering the temperature so severely that the metropolis freezes in place. It is freed when Ash and Iris break the collar; it does not forgive Team Plasma but also does not pursue them — it retreats to the Giant Chasm alone.
A grey ice-armored dragon with tattered wings, gold eyes, visible gaps of exposed flesh in its ice armor. A fused Black or White Kyurem form towers with a weaponized cannon-like arm. Fog condenses in a radius around it; the air tastes metallic.
