She picked Ash specifically for the Pokédex field-test because she wanted a veteran, not a rookie. She and Oak have a professional relationship that skirts flirtation. Her father, Cedric Juniper, is also a professor — a source of genuine family tension. She believes the new generation of trainers needs to understand Pokémon as partners, not property, a position that puts her awkwardly close to Team Plasma's pitch until N starts preaching in public. After that she becomes one of the first adult voices to push back on Ghetsis's rhetoric.
