Unova is the season the writers took Team Rocket seriously. Jessie and James arrive via private airship under direct Giovanni orders and spend the first half of Best Wishes running genuine black-ops missions — intercepting Meteonite shipments, monitoring the Kami trio, tracking Meloetta. She doesn't do the motto at the top of episodes. She doesn't lose on purpose to a Pikachu. She wins. It's jarring, and the fandom never stopped talking about it. Her partnership with James is the same it's always been — sibling-close, lightly codependent, two people who never quite romantically connected but built a life inside a failing villainy franchise. When the show eventually reverts to the comedy dynamic post-Meloetta, it's a soft reversion: Jessie keeps the black uniform sometimes, but the mottos come back, the blasting-off-again returns. In her serious mode she's genuinely frightening. In her comedy mode she's the most tired woman in the show.
