Giovanni runs Team Rocket like a corporation with a real-estate wing and a legendary-Pokémon-acquisitions wing. In Unova the acquisitions wing gets serious — he funds Dr. Zager's research, he sends Pierce ahead, he personally visits Unova in the Meloetta arc and tries to capture Kyurem with three weaponized orbs (Team Plasma tech he's quietly bought). The moment Ash's group fouls the plan, Giovanni withdraws cleanly; he knows when the cost has flipped and will not chase a failing op. He treats Jessie, James, and Meowth as assets, not family. He barely remembers their names. But he pays them. And he never punishes a failure that wasn't his own decision. He's the closest the anime ever gets to a corporate villain, and Unova gives him his biggest direct role in the series since Johto.
