Zager is the reason Unova Rocket reads as threatening. He's Giovanni's specialist — orbital science, ancient-ruins cryptography, legendary-Pokémon manipulation. He plans the Meteonite heist. He identifies Meloetta's song as the key to the Abyssal Ruins. He coordinates the ferry, the airship, the drones. Jessie and James work under him, not beside him, for most of the early Unova arc. His weakness is that he doesn't improvise. When the Kami trio show up uninvited, when the Swords of Justice intervene, when Meloetta chooses Ash over the plan, Zager's clean ops collapse. He withdraws. He never personally fights. He logs the loss in a clipped voiceover and waits for the next op. He's also the only Rocket scientist in the main series to directly engage with a legendary Pokémon retrieval and nearly pull it off.
