Colress joined Team Plasma not out of ideology but out of curiosity. He wanted to study the upper limits of Pokémon power and Team Plasma funded the work. His device — a machine that manipulates Pokémon aggression and loyalty via field waves — is the tool that weaponizes Kyurem during the Opelucid assault. He is not a true believer. He says so. He'll work for anyone who funds his research, and after Team Plasma falls he walks away unpunished, ready to consult for the next interested party. In the anime he gets less screentime than Ghetsis but is arguably more dangerous in the long view — he'll do this again.
