Lt. Surge ('The Lightning American' is his official gym title) runs the Vermilion Gym as if it's a boot camp, and he believes small trainers with little Pokémon have no business challenging real electric specialists. When Ash first challenges him, he calls Pikachu 'a pipsqueak' and orders his Raichu to humiliate it. Raichu does. Pikachu loses badly in the first match. Surge awards no badge and tells Ash to come back when he's evolved his mouse into a proper Raichu. Ash rejects a Thunder Stone — Pikachu agrees — and they return with a rematch strategy focused on speed over raw power. Pikachu dodges Raichu's attacks it has never learned to use and wins. Surge respects it: hands over the Thunder Badge with a crisp salute and tells Pikachu to keep its dignity. He is rough, loud, ultimately fair, and genuinely delighted by trainers who surprise him.
