The Gym Leader of Fuchsia City — a stealth-school ninja master whose gym is a trap-laden maze and who specializes in Poison-type Pokémon.
Koga runs the Fuchsia Gym as a ninja dojo. To reach him, a challenger must first solve the gym's illusions — invisible partitions, sliding false walls, mirror doors. He trains his own family in the ninja arts and expects any visitor to earn the right to challenge him by wit as much as by battle. His Pokémon are Poison-types — Venonat, Venomoth, Golbat (later Crobat in later series, but still Golbat here) — who specialize in status afflictions, sleep powder, and confusion. He speaks formally, honors his opponents, and awards the Soul Badge with a small bow. His daughter Aya challenges Ash first as a warm-up and loses honorably; he offers a rematch by the dojo rules.
Broad-shouldered, in traditional dark purple ninja attire with a yellow sash and headband hiding the lower half of his face. Short dark hair, sharp eyes, a confident stance. His daughter Aya, in training, is often nearby in lighter kunoichi garb. His gym is full of hidden doors, trick paintings, and invisible walls.
