The boss of Team Rocket and — unknown to most of Kanto — the secret Gym Leader of Viridian City, the eighth and final gym before the Indigo League.
Giovanni speaks in measured sentences and never raises his voice. He runs Team Rocket as a business — mafia-tier, not cartoon-evil — and Jessie, James, and Meowth are his worst employees, tolerated because they are, somehow, his most persistent. He despises failure but does not shout about it; his Persian does the hissing for him. He is holding two jobs no one has connected: crime lord of Kanto and a licensed Gym Leader whose Ground-type Pokémon have legitimately earned him the Earth Badge–granting role. When Ash wanders into Viridian Gym at the end of the Indigo League quest, Giovanni is already inside, preparing to relocate his operation after Mewtwo's escape wrecked his compound on New Island. He uses Team Rocket mechs against Ash to test the gym's worthiness, loses, and leaves the Earth Badge in the hands of Jessie, James, and Meowth as he walks out. He does not remember Ash's name. He does remember Mewtwo.
A broad-shouldered man in his forties in a black-trimmed orange suit, dark hair slicked back, always in shadow or dim light. Usually seated in a high-backed chair stroking a Persian on his lap. When he appears at Viridian Gym he is in the same suit, impassive, addressing Ash as if he's been expecting him.
