Cissy runs the first Orange Crew gym on Mikan Island, and her challenges are nothing like the Kanto gyms. Instead of ordering Pokémon into battle against each other, she sets trials of command and control: targets on the water to shoot with Water Gun, a surfing race alongside her own Blastoise. Ash wins the Coral-Eye Badge after a tie in shooting and a photo finish on the surf race where her Blastoise falters at the last wave. She is friendly, breezy, and less serious about the Orange League circuit than Kanto gym leaders are about Indigo — the Orange islands culture is about diverse Pokémon bonds more than battle rigor. She waves goodbye from the shore.
