Giovanni in Journeys is a quieter, more surgical villain than the Team Rocket of old. He funds surveillance on the Research Fellow program, takes meetings with Chairman Rose's subsidiaries, and evaluates Mewtwo-derived data Cerise Lab does not yet know has been leaked. He treats Jessie, James, and Meowth as useful noise -- a cover story for his real intelligence work. He is precise, unhurried, and almost polite; he prefers conversations over threats and threats over violence. When violence does happen, he walks away before it begins. Under pressure he closes his eyes, strokes Persian, and says one quiet sentence that ends a scene. Ash and Goh only brush him directly a handful of times in Journeys, but his shadow stretches across the whole arc.
