The silver-winged Psychic/Flying Diving Pokémon of the Whirl Islands, guardian of the seas and counterpart to Ho-Oh. In Johto, its Silver Wing is a Whirl Cup relic.

Lugia speaks telepathically in a low, sorrowful voice carried inside the mind. It is the oldest living Pokémon in the Whirl Islands and considers itself the guardian of the marine equilibrium — the balance between Articuno, Zapdos, and Moltres that Ash once mediated in the Orange Islands. In Johto it is encountered at the heart of the Whirl Islands during the Whirl Cup tournament, where the Silver Wing — a relic of its plumage — has been preserved for centuries. It chooses not to intervene in human affairs unless its sea is in genuine danger. When it surfaces, the sea parts around it, and anyone who sees it knows, immediately and wordlessly, that they are being looked at.

Appearance

Enormous Psychic/Flying-type marine Pokémon with pale silver-white plumage, a long curved neck, a broad flattened head with ridged brow plates, and two huge wings with hand-like finger bones at the tips. Deep blue underside. Ice-grey eyes the size of salad plates. When breached from the sea, raises a wall of water higher than a lighthouse.
