Giovanni speaks softly and almost always in the middle of petting Persian. He does not raise his voice. He does not need to. His agents in Johto — Cassidy and Butch at the Radio Tower, the Slowpoke-tail ring in Azalea, the Mahogany magnet-train operation — all know that a lost quota costs a career. He is the former Viridian City Gym Leader from Kanto, a fact Team Rocket keeps quiet. In Johto, he is an unseen presence through most of the saga, dispatching the Radio Tower takeover from a distance and approving the operation that Lance ultimately ends. He never forgets who failed him. He has a long memory and an even longer patience, and the people who underestimate him all die off-camera.
Middle-aged and well-built, with dark hair slicked back, heavy brows, and cold dark eyes. Always shown in an expensive dark suit with a yellow or red accent — a tie, a pocket square. Persian draped across his desk or his lap like a living throne ornament. Office is dark wood and low gold lamps.
