A town with a suspicious air — known as a hiding place for ninjas, home to Pryce's ice gym, and concealing a Team Rocket headquarters beneath a souvenir shop.
Mahogany is presented as quaint — a mountain town, a little off the main route, associated with ninjas and ice and the seventh gym. Then you push the wrong shelf in the souvenir shop and find a full Team Rocket command center underneath. The base was originally a ninja installation, repurposed by Team Rocket as the control center for the Lake of Rage operation: sound-wave technology forcing Magikarp to evolve into Gyarados, causing the red coloring and the turbulent water to the north. Lance found out first. He's waiting at the lake when you arrive. Pryce's gym is ice — literally iced-over floors that require navigating in a specific path or you slide past the trainers. After Team Rocket's expulsion, the souvenir shop becomes a regular store. Mahogany gets slightly less suspicious.
Small and mountain-adjacent, the air colder than the rest of Johto. The buildings look unremarkable. The souvenir shop near the entrance looks especially unremarkable, which is exactly the problem. A salesman blocks the eastern exit selling RageCandyBars until the situation underground is resolved.
